Approval of the Updated Funding Stability Request from the Consortium:

a)     up to US$45 million for the Centers' stability financing for the July - December 2011 period to be allocated from Window 1 Funds, and

b)     disbursement of $25 million of the requested amount with the balance to be disbursed after the reconciliation is done and a report by the Consortium on the result of such reconciliation is submitted to the Fund Council.

Endorsement of the following statement concerning the Consortium's 2011 Funding Stability Proposal:

"The Fund Council strongly supports stable funding in the Centers in 2011. In order to disburse Window 1 funds immediately following approval of the SRF and completion of other required documents, the Fund Council urges all Window 1 donors to make their contributions by April 2011, where possible. Where donors wish to respond immediately to the funding stability request of the Consortium, the Fund Council encourages those donors to use their best efforts to support the Proposal through funding mechanisms that are immediately available to them. These funding mechanisms could include Window 3 in recognition that the Consortium's request is for a transition year, and in order to facilitate a rapid response to the Consortium's formal request. The Fund Council also encourages donors to communicate clearly to the Fund Office and Consortium whether their funding is in support of the request made in the Funding Stability Proposal."
